Earlier in the month one of our Directors headed to the Recruitment Expo 2016 at Olympia Central, London. With many changes ahead for the Recruitment Sector we wanted to bring you a summary of whats happening in the Recruitment world.
Supervision, Direction and Control (SDC)
HMRC confirmed before Christmas that they are restricting Travel and Subsistence (T&S) expenses for agency contractors working via intermediaries to those working outside of SDC. The final consultation continues until later this month although only minor changes in terms of liability clauses are expected. HMRC has confirmed further supporting documentation will be announced in March to aid in assessing SDC.
An increase in confidence in the CIS Self Employed option from some intermediaries due to new insurance policies offering protection, with other options to include Umbrella without expenses.
Currently a consultation is in process reviewing GLA powers. It has been suggested that the GLA should extend their powers, which currently cover Agriculture and Food sectors, into the Construction and Hospitality sectors in 12-18 months time.
Currently under review with consultation ending later this year. Resulting changes are anticipated to come into force from April 2017.
